The Mexico Immigration Service

Mexico’s National Institute of Migration (INM) determines who crosses the country’s borders. In November 2013, it issued a two-year work permit to Riviera Maya gang member Adrian Constantin Tiugan, a Romanian national. However, INM failed to notice that Tiugan was using the false identity of a man called “Paul Daniel Ionete” because he was fleeing an international arrest warrant. Earlier that year, an INM agent in Cancún airport was arrested for allegedly colluding with human traffickers — one of whom was later linked to the Riviera Maya gang — to allow dozens of Romanians without proper documentation into Mexico. It’s unclear if the agent was ever charged.
