Lia Olguta Vasilescu, the former mayor of Craiova and a member of the Romanian Parliament gave permission to Florian Tudor’s Romanian wife, Rebeca Tudor, to build a five-story apartment building in the city. The gang used the building permit to launder money generated by their skimming operation in Cancún. (The former mayor is not accused of any wrongdoing in this case.) Separately, Mexican law enforcement officials say Tudor, who is known as “The Shark,” and his gang benefit from political protection in Mexico.
