A former major general in the Russian secret service and a longtime associate of Vladimir Putin since the pair served as KGB agents together in Dresden, East Germany, in the 1980s.

In 2007, Tokarev took the helm of one of Russia’s most important state companies, Transneft, which transports 82 percent of the oil produced in the country through its pipelines. He and his family have also amassed a business and real estate empire that extends throughout Russia and into Europe.
